Electronic Transmission Absentee Ballot Application

  • Alaska is a no excuse absentee voting state. Anyone may apply to receive an absentee ballot by online delivery. The option to receive a ballot by online delivery is only available during primary, general and statewide special elections.

  • The electronic transmission application will be used to update your voting record if you provide new information.

  • You may apply for an online delivery ballot starting 15 days before each Election Day. Visit our Election Dates and Hours web page for dates of upcoming elections.

  • For the August 21, 2018 Primary Election, the Electronic Transmission Application will be posted on or before 8:00 a.m. on Monday, August 6, 2018.

  • For the November 6, 2018 General Election, the Electronic Transmission Application will be posted on or before 8:00 a.m. on Monday, October 22, 2018.

Deadline Dates, General Information and Check Your Application Status

  • Your completed application, must be received no later than 5:00 p.m. Alaska Standard Time the day before Election Day.

  • You will need to have an email address and access to a computer and a printer. Your email notification of ballot availablity and voting instructions will be emailed to you within 24 to 48 hours after receipt of your application.

  • Active Uniformed Services, Merchant Marine, commissioned corps, eligible spouses and dependents and U.S. citizens residing outside the U.S. permanently or temporarily, may apply for an electronic transmission at any time during a calendar year by completing the by-mail Absentee Ballot Application.

  • In a presidential election, you may register to vote and particpate in the presidential race but you will also need to complete a Voter Registration Application and submit it with your electronic transmission application.

How to Vote Your Online Delivery Ballot

  • You will be emailed a notification of ballot availablity and instructions. Open the link to the website that will be provided in your email and follow the instructions provided in the email. In addition, the system instructions will guide you through the online system.

  • Log into the online delivery system using your information.

  • Vote your ballot by selecting your choices on your computer screen.

  • At the end of voting, your computer will download your voted ballot as a PDF file for you to save to your desktop.

  • After voting, you will be asked the method you wish to return your ballot. Upon selecting, your computer will download a PDF file of your Voter Certificate and Identification sheet to print.

  • In the presence of your witness, sign your Voter Certificate and Identification sheet and provide at least ONE identifier.

  • Have your signature witnessed by someone 18 years of age or older or by an authorized official (Notary Public, municpal clerk, postal official, or any other official authorized and willing to administer the oath).

  • You may choose to return your ballot by mail or return it by online delivery:

  • When you select to return the ballot by mail, your computer will download a PDF of a foldable secrecy sleeve and return mailing envelope. You will need to print your ballot and fold and secure it inside your secrecy sleeve. You will wrap your Voter Certificate and Identification sheet around the outside of the secrecy sleeve with your ballot inside. Then you will fold and secure your certificate and ballot inside the return mailing envelope. The return ballot envelope must be postmarked on or before Election Day. Returning your ballot by mail will maintain the secrecy of your voted ballot.

    When returning the ballot by online delivery, you will need to make a digital file of your completed Voter Certificate and Identification sheet and save it to your computer. You will then browse and select your Voter Certifiate and Identification file and upload it. You will next browse and select your saved ballot and upload it. BOTH Voter Certificate and Identification sheet and ballot must be received on or before 8:00 p.m. Alaska Standard Time on Election Day. When returning a ballot by online delivery, you are voluntarily waiving your right to a secret ballot and are assuming the risk that a faulty transmission may occur.
